It all happened under the governance of the Roman Empire. It was Rome that convicted him and sentenced him to death. Rome was afraid of an uprising by Jesus, who had 50,000 followers at the time. When she asks how it affects Rome, think more of the empire than the city itself.

jesus could not be killed by his own people so they asked the romans to do it. Pontis pilate was the head roman and did not really care if he died or not, so to prevent unrest, jesus was condemned to die. This forever altered the name of Pontis pilate and also the credibility and superiority of rome
